A decision needs a stop condition as well as an ambition.
Before launch, record the baseline, the expected change, the review date and the condition for pausing or retiring the use case. A pilot can be useful even when it does not scale, provided the organization can explain what it learned and make a deliberate next decision.
Without a stop condition, a project can survive on attention alone. It becomes too visible to end, too diffuse to assess and too politically expensive to question. The cost is not only money. It is the opportunity cost of leaving people, data and leadership attention tied to an unproven promise.
2027 requires accountable learning, not perfect prediction.
No executive can know every consequence of a new system in advance. The responsible standard is not certainty. It is a traceable decision: what was expected, what changed, what evidence challenged the assumption and who chose to continue, revise or stop.
AI will make it easier to propose more initiatives. The discipline that becomes scarcer is not proposal. It is the willingness to make one investment testable, name the owner of the result and let evidence change the decision.
Without a stop condition, a project can survive on attention alone.
